Flood situation grim in Namsai
NAMSAI, Jul 18: Almost entire low lying areas of Namsai district are submerged by flood water due to the incessant rainfall of the last one week.
An official release informed that Noa-Dihing River alongwith other rivers and its tributaries are flowing just below the danger level. Water from Noa Dihing River near the bridge point has diverted towards Silatoo, Mahadevpur-I and Mahadevpur-IV villages.
Flood water also entered in Diak Miri village and affected 55 dwellers. Reports of massive soil erosion along with loss of public and private properties are being received from various pockets of the district.
Hectares of cultivated land especially paddy fields are totally submerged by the flood water. Actual loss can be ascertained only when flood water recedes.
The district administration has deputed NDRF team to shift the people from all affected areas.
Namsai DC, R K Sharma visited the affected areas and personally monitored the flood situation.
Lekang EAC, H N Dubey, DDMO, Namsai and officials from different departments visited the flood affected areas of Lekang circle.
Further, relief camps have been set up at New Silatoo and Mahadevpur-I and essential items have been provided from the district administration. People from affected houses have been shifted to relief camp.
Namsai DMO and DVO have been also directed to visit the affected areas and to keep vigil to curb out any possible epidemic in an around the affected villages. Fishermen have been also warned to refrain to go to the rivers.
Spurious drugs detected, safety issues ignored
ITANAGAR, Jul 18: The quality of 33 drugs supplied to Government Hospitals in Arunachal Pradesh has either been found sub-standard, spurious, adulterated or misbranded during laboratory tests.
Out of the 355 samples collected during 2014-15 and 2015-16 from various government stores and hospitals for analysis, test reports of 238 drugs were declared and 33 medicines were found not of standard quality (NSQ), informed Assistant Drug Controller Gebomb Tayeng.
With regards to samples collected from markets, the quality of nine drugs out of the 314 samples tested, were found not of standard quality (NSQ). The test results of 57 samples (out of the total 371 collected from market) are still awaited.
As per the test report received on July 12, the percentage of NSQ for Government procured medicines was 13.86 % while it stood at 2.87% for drugs collected and tested from markets.
The Drugs Control Authority had collected 726 samples - 355 from various Govt. Medical Stores, Hospitals and 371 from retail and whole sale outlets during that period to ensure the quality of drugs for safety of patients.
The delinquent firms/companies are being prosecuted in the court after thorough investigation. Presently, six cases have been filed in the Sessions Court, Yupia against those drugs manufacturers and are under trial stage. The rest cases are being investigated, Tayeng informed.
Meanwhile, the Assistant drugs controller expressed serious concern over safety and efficacy of medicines after the revelations.
“The high percentage of NSQ drugs under Govt. procurement shows that the quality of drugs is compromised by the Govt. medicine procuring agencies and the suppliers, thereby ignoring the quality, efficacy and safety of patients,” Tayeng said.
“From documents made available to Drugs Inspectors during investigation for revealing the supply chain, it is observed that most of the Govt. drugs procuring agencies do not follow or maintain the laid down norms and guidelines such as entry of the batch number, expiry date, name of manufacture etc. in the bill/challan which are mandatory,” said Tayeng.
He suggested for formulation of proper system and mechanism for procurement of medicines to ensure safety and quality of drugs.
Ering for utilization of ALGs for civil and commercial purposes too
ITANAGAR, Jul 18: Member of Parliament Ninong Ering requested the Ministry of Defence as well as Civil Avian for utilization of Advanced Landing Grounds (ALGs) in Arunachal Pradesh not only for military use but also for civil and commercial purposes.
“If the ALGs become operational for civil and commercial purposes it will give a major boost to air connectivity and development of the land locked state,” stated Ering in his letter to both Civil Aviation Minister Ashok Gajapathi Raju Pusapati and Defence Minister Manohar Parrikar.
He urged both the union minister to work together on the matter to utilize the ALGs for both commercial and civil purposes.
The ALGS which were mostly constructed for defence purposes are located at Ziro, Tuting, Mechukha, Tawang, Pasighat, Walong, Aalo and Vijaynagar.
The ALGs at Ziro and Aalo have already become operational. The other ALGs are currently in different stages of up gradation. Besides IAF Pawan Hans also operates helicopters from those ALGs during the non-monsoon periods, Ering added.
Khandu stresses on preservation of indigenous culture & tradition
ITANAGAR, Jul 18: Chief Minister Pema Khandu has urged the Nyishi Elite Society (NES) to devote all its effort on preservation of indigenous culture and tradition.
‘Culture strengthens our sense of belongingness and it reinforces to define who we are, without it we will lose our identity,’ he asserted.
Khandu said this during a meeting with a delegation of Nyishi Elite Society (NES) led by its president Bengia Tolum, who called on him here on Monday.
‘I believe in team work and will work to reach out to all sections of society to strengthen the spirit of Team Arunachal,’ said Khandu and expressed hope that the NES would strive to lead the state to a better future being the largest social body in the state.
He further appealed the Nyishi society to play the role of a big brother in bringing harmony among people of Arunachal.
On developmental priorities, he promised to bring equal development to all constituencies. The NES on its part also assured to extend its full support to the new government in carrying forward its welfare programmes and policies.
Meanwhile, the NES delegate also made a courtesy call on Deputy Chief Minister Chowna Mein at his residence in Itanagar.
NES President Tulom said that the society is happy with the formation of the new government in the state and hoped for overall progress of the state under the new government. He also apprised Mein of the welfare measures carried out by NES for the betterment of the society and the state.
Mein appealed to the society to play the main role in bringing and unifying different communities of state together.
He also informed that his government will seek the opinion and support of opposition parties, stakeholders, NGOs and all communities for constructive idea and criticism, to carry forward all the programs and policies of the government.
CM, Dy CM condoles Amit Lama’s death

ITANAGAR, Jul 18: Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein have deeply condoled the death of Amit Lama, who was washed away in a mudslide at Hoj-Potin highway on Saturday last.
Expressing solidarity with the bereaved family members, CM prayed to the almighty to bestow enough strength to them to bear the irreparable loss and prayed for the eternal peace of the departed soul.
The CM further announced an ex-gratia of Rs 4 lacs each to the next of kin of the deceased and instructed the Lower Subansiri DC to immediately disburse the relief amount to the victim’s family.
He also announced immediate relief of Rs 1,00,900 for each household of the fire victims at Khonsa and Namsai. It was reported that 5 houses in Khonsa and about 20 shops at Namsai were destroyed by fire on July 14 last.
While instructing the DCs of the districts to immediately release the relief amount and extend all possible support to the victims, Pema further appealed to all to remain alert and adopt safety measures during rainy season.
Moreover, following reports that one person was killed and many others were injured when a dumper truck met with in an accident at Kelekthang village under Jemithang circle in Tawang district on Monday, the CM conveyed his condolences to the bereaved family of the deceased and prayed for the speedy recovery of those injured.
Deputy Chief Minister Chowna Mein in his message today said that he was deeply saddened by the loss of life of driver Amit Lama.
“It is with a heavy heart that I offer my condolences to the bereaved family members of Late Lama. May the Almighty give them forbearance and fortitude to bear the irreparable loss. I pray that the departed soul may rest in eternal peace, ” Dy CM said in his condolence message.
Meanwhile, Deputy Chief Minister has expressed deep concern on frequent fire accidents occurring in various parts of State. He informed that he is saddened to hear the extent of loss caused during recent fire accident at Namsai and also Khonsa. Instructing the Deputy Commissioner to provide necessary assistance and extend all possible support to the fire victims, Mein appealed all to take extra precautions.
He has also asked the DC to immediately release the relief amount from the existing relief fund provided in the district as immediate support to the fire victims.
CoSAAP calls on CM with 8-point memorandum
ITANAGAR, Jul 18: A 10-member Confederation of Service Association of Arunachal Pradesh (CoSAAP) met Chief Minister Pema Khandu at his official chamber here on Monday and submitted an 8-point memorandum for redressal of the grievances of the govt. employees.
While demanding withdrawal of govt. order requiring No Objection Certificate (NOC) in the matters of promotion and retirement pertaining to land encroachments, CoSAAP urged the CM to direct the District Administrations and Land Management Department to identify the individual encroachers rather than putting a blanket ban for all Govt. employees.
The 8-point pleas of CoSAAP included enhancement of retirement age from 58 to 60 years as per FR.56, grant of Transport Allowances at par with Central Govt. employees, grant of Rs 1000 per month till Class-XII for two children as Children Education Allowances in tune with Central Govt. policy, restoration of Lateral Entry System in APCS (EG) as per original system, restoration of All India basis Leave Travel Concession (LTC) which had been stopped since 2005 and confined to Arunachal Pradesh only, restoration of Medical Attendance Rules, and implementation of 7 th Central Pay Commission.
While giving a patient hearing to the delegates that included CoSAAP president Pate Marik and Secretary General Gonya Riba, the Chief Minister assured to look into their grievances soon after formation of Council of Ministers and after due consultations with them and the official machinery.
AICC acknowledges Tuki’s role
ITANAGAR, Jul 18: All India Congress Committee (AICC) has acknowledged the role of former Chief Minister Nabam Tuki who sacrificed his office in the larger interest of the people of the state and the party.
Addressing the party meeting organized by the Arunachal Pradesh Congress Committee (APCC) at Rajiv Gandhi Bhawan here on Monday, AICC general secretary Mukul Wasnik thanked former chief minister Nabam Tuki on behalf of Party president Sonia Gandhi and Vice President Rahul Gandhi for his highest sacrifice in the interest of the party and people of Arunachal Pradesh.
Earlier, Tuki, while explaining recent political developments in the state, urged the party workers to work together for the interest of party by accepting the principle of forgive and forget. He also exhorted all PRI leaders, party workers who deserted the party earlier to come back in party fold and march ahead with the new Congress Govt for all round development of the state.

SP seeks cooperation to rescue trafficked children
TAWANG, Jul 18: Tawang Superintendent of Police (SP) Tumme Amo sought cooperation from all to stop child trafficking and rescue missing children.
Addressing an awareness programme on Operation Muskaan- II at Zomkhang Hall here on Monday, the SP urged all the concern departments to extend their full cooperation to police in their efforts to trace and reunite the missing children with their parents and legal guardians.
The main objective of Operation Muskaan is to trace out and rescue missing children as well as to stop child trafficking. The operation is to be completed by the end of this month, Amo informed.
He also highlighted the importance of training on protocol and procedures and proper methodology to be followed to extract information from such children tactfully.
He said that the child care institutes, orphanages etc would be checked to verify their registration and fulfillment of other criteria and also stressed on the counselling of children as well as their parents to avoid re-victimization.
A detailed presentation on POCSO Act was also given by the SP.
Other topics covered during the programme included care and protection of orphans and children residing in shelter homes,/platforms, orphanage etc , methodology to extract information, important provisions of Juvenile Justice Act, prohibition of Child labour Act, role of women, students and social media.
Editor, Mon Tawang Vigilance Lham Tsering dealt at length regarding the role of social media and its importance in preventing child trafficking, which could be termed as modern day slavery. He also spoke regarding its misuse and cited examples of youths being taken for ride in the name of jobs and other attractions.

DC calls for proactive role of school authorities
PASIGHAT, Jul 18: Deputy Commissioner Isha Khosla has called upon the principals and headmasters of East Siang to adopt and share the best practices, innovative evaluation measures to improve overall academic atmosphere and ensure quality education in the district.
Khosla has said that their proactive leadership in school administration will help create and bring positive and conducive academic atmosphere in schools. Khosla was addressing the principals and headmasters during one-day orientation program on the role of school authorities here today.

Health personnel sensitized on IDCF
ITANAGAR, Jul 18: The District Level Intensified Diarrhea Control Fortnight (IDCF) Steering Committee meeting under the chairmanship of East Kameng DC Rajeev Takuk was held at Seppa on Monday.
The meeting discussed the IDCF programme, strategy for its implementation, scheduled date, sensitization of health personnel and review on last year’s performance.
Informing on the deaths per year and percentage of death of children in India due to Diarrhea, DMO cum DRCHO incharge, Dr. K. Lapung highlighted the aims and objectives of the programme. Informing that Diarrhea is a major killer disease among children under 5 yrs age group, he spoke about simple preventive measures such as use of safe drinking water, hand washing, cleanliness, proper sanitation system, breast feeding, etc. He also informed about the plan and strategy of its implementation in the district, target areas and population, scheduled session which is from July 29 to August 8.
Acknowledging the tremendous progress made by the healthcare sector in last three or four decades, DC Rajeev Takuk admitted that health indicators will not improved until and unless there is awareness among the people about health and hygiene, and sanitation and cleanliness. Suggesting for incorporating other departments as equal partners and stakeholders in this endeavour, the DC directed the DMO to forward circulars to all concerned Head of Offices informing about the programme along with the SOP in advance. He further said that sensitization is very important for better participation and exhorted for self introspection for making oneself improved.
MS, Dr. K. Gyadi, MO, Dr. K. Sopin, DD (ICDS), I. Bhaishya, DDSE in-charge A. Lamgu and other have also spoke in the meeting cum sensitization programme. Huge number of ASHAs, ASHA facilitators, Health Assistants, ANMs and other health personnel were present in the programme.
At Pasighat, chairing the District Level Steering Committee meeting on IDCF 2016 and one-day sensitization workshop, DC East Siang, Isha Khosla has called for intensified efforts and giving special focus on vulnerable areas and mandatory distribution of ORS and Zinc tablets. Create awareness on importance of Zinc, the DC said while pointing out its role in containing Diarrhea besides ORS.
Terming hygiene and sanitation as important components in combating Diarrhea, the DC said hand-washing demo in schools should also be included during the fortnight-long campaign. The District Administration will support in providing hand-washing Kits and IEC materials, the DC said while calling for covering villages and Anganwadi Centres.
The DC also directed the DRCHO to inspect the health centres and check the hygienic and sanitation standard, stating that Ruksin Referral Centre stands out as a model in the district. She also asked to make a monthly roster for cleaning of all water tanks.
The DC further instructed for availing mass media like AIR during the campaign to disseminate message of proper hand-washing to the people.
Earlier, DRCHO Dr. T Gao in his presentation said that multipronged approach is being adopted during the fortnight-long campaign which includes advocacy and awareness strengthening and gearing up facilities like setting up ORS and Zinc corners ensuring standard treatment protocol, community mobilization. He said that diarrhea being major killer disease under five is very vulnerable.
With the onset of monsoon and the increasing risk of waterborne diseases particularly among children, the Intensified Diarrhea Control Fortnight (IDCF) 2016 is being observed from July 29 to August 11 with the goal of attaining “Zero Childhood deaths due to Diarrhea”. DIPROs
Fire again guts 2 houses at Seppa
SEPPA, Jul 18: Two dwelling houses were gutted in a devastating fire accident that broke out at the ALC colony here at around 6:30 pm on Monday.
The fire was said to have been caused by candle light.
After receiving information of the incident, a team of fire brigade along with the civil police and public rushed to the spot immediately and managed to douse the fire from further spreading.
However, there was no report of any casualty.
The owners of the gutted houses were Tagyo Cheda who is an assistant teacher and Tabing Cheda, an employee of the East Kameng DC’s office.
Police rescue two minor girls

RUKSIN, Jul 18: East Siang Police under ‘Operation Smile’ has rescued a minor girl of Rani Village, who was abducted by a non-Arunacalee youth on July 3.
The police, following specific information, rescued the 15-year-old girl from Guwahati and the alleged accused has been arrested and put in jail.
Police circulated messages to various police stations about the missing girl and finally got information about whereabouts of the girl.
In a similar incident, police earlier in the month, rescued another minor girl, who went missing from Sille-Oyan area.
Meanwhile, the public here have commended police for the success.
NSCN(K) cadre nabbed
KHONSA, July 18: An NSCN (K) cadre identified as Jenlong Mophuk was apprehended by Assam Rifles in Tirap on July 17.
Acting on inputs about movement of an insurgent from Lazu to Noglo village to carry out extortion activities, the Khonsa Battalion of Assam Rifles was successful in apprehending the self-styled private cadre, stated a release. A 7.65 mm pistol, forged identity card and a diary containing details of extortion activities were confiscated from the NSCN (K) cadre.
The civilians of the area have expressed relief and appreciated the efforts of Assam Rifles, added the release. DIPRO
Veterinary team visits village
ITANAGAR, Jul 18: A team of veterinary doctors led by SVO Nyapin, Dr Tumge Ete along with staffs from Animal Husbandry and veterinary department visited Hiya, Yuba, Gaga, Longteloth and other villages under Nyapin circle of Kurung Kumey district on July 15 and 16. They distributed medicines for foot and mouth disease (FMD).
Water supply restored at Aalo
AALO, Jul 18: The water supply has been restored in Aalo town with repairing of the damaged pipelines.
EE, PHED, Joi Angu informed that water supply though restored is not reaching properly due to air locks in the mainline and the PHED staffs are working to clear it.
The dwellers of Aalo town suffered water crisis for the last three days as water pipelines had been disrupted at the Enne water source.
Meanwhile the District Administration has requested the Army, ITBP and Fire Service to supply drinking water through their tankers etc. to all affected colonies under Aalo township till restoration of normal supply of drinking water. DIPRO
Pasighat pays tribute to Bhanu Bhakta Acharya
PASIGHAT, Jul 18: Nepali Sanskriti Suraksha Parishad (NSSP), Pasighat remembered the great Nepali laureate Bhanubhakta Acharya on his 202nd birth anniversary on Sunday. Large numbers of people irrespective caste or religion joined the function at Engo Takar Hall, Central Gangging, Pasighat.
Addressing the gathering, East Siang DC, Isha Khosla said that Banu Bhakta Acharya was a genius of his time who translated the epic Ramayana from Sanskrit to Nepali. He appealed all to preserve and promote the unique Nepali culture, traditions and customs amid the wave of modernization.

Domestic LPG cylinders seized from hotels and restaurants
Aalo, July 18: A total of 39 domestic LPG cylinders were seized from restaurants and hotels at Aalo by the district administration on Monday.
Genuine consumers are facing shortage of domestic gas cylinders due to hoarding in hotel and restaurant.
A team led by Town Magistrate Liyi Bagra who made the raid disclosed that under such circumstances black marketing of gas cylinders cannot be ruled out. The District Administration has imposed penalty of Rs.2500 per cylinder against the defaulters. The penalties were paid through treasury challan and undertakings were taken from the defaulters to not to commit such offence in future. (DIPRO)
Training on latest Panchayat enterprise suite applications concludes
ITANAGAR, Jul 18: In an effort towards enabling Arunachal Pradesh hundred percent e-PRI compliant the second batch 6 days state level training on Latest Panchayat Enterprise Suite (PES) Applications concluded at SIRD-SPRC Conference Hall here on Monday.
The PES has been developed by NIC New Delhi and Ministry of Panchayati Raj, Government of India (MoPR) under flagship programme known as Rajiv Gandhi Panchayati Raj Sashaktikaran Abhiyan (RGPSA).
The second batch state level Training on PES applications is being conducted by State Panchayat Resource Centre-SIRD for CCAAs, CAs and official functionaries for Papum Pare, Kurung Kumey, Kra Daadi, Lower Subansiri, Upper Subansiri, East Kameng, West Kameng, West Siang, Upper Siang, Siang and Longding to acquaint them on e-PRI applications and to update the Plans on PlanPlus v2.0, Physical Progress of work on ActionSoft, Financial Progress of Work on PRIASoft and Assets created on National Asset Directory by the utilization of FFC basic grants released to them.

He said that prior to FFC, the CCAAs and CAs recruited under RGPSA and TFC were not given any specific charter of duty from the Nodal Department due to discontinuity of RGPSA scheme. But under Fourteenth Finance Commission, numerous work like Updating MIS of Panchayati Raj is to be treated as their prior task and they must be assigned for data entry of works created, approved and executed by the utilisation of FFC grants released to the districts.
The Annual Action/Perspective plans under FFC must be Prepared as per the planning procedure given under “My Village, My Development Plan” guideline issued by department of Panchayati Raj, Govt. of Arunachal Pradesh.
Regarding Internet connectivity issues he has assured to extend help by providing clear instructions to the DCs and DPDOs from the State.
AR conducts disaster preparedness, management prog
ITANAGAR, Jul 18: The Jairampur battalion of Assam Rifles under the aegis of Headquarters 25 Sector Assam Rifles conducted awareness programme on disaster preparedness and management at Govt. Higher Secondary School Auditorium, Jairampur organized by civil administration.
The main aim of the awareness programme was to provide basic knowledge and safety measure to be taken during natural calamities like flood, earthquake, landslides, fire, motor vehicle accident, snake bite etc.
Demonstration was conducted to train and empower students to make effective use of their services in rescue and relief operations.
A total of 100 students were present along with 35 teachers and other civil dignitaries during the demonstration.
The programme was conducted in view of the frequent earthquake experienced in North East as the region falls under seismic zone V, which is very prone to earthquakes.
Speaking on the occasion, the Commandant Jairampur Battalion said that Assam Rifles is committed to overall development of the remote areas.
Need to implement POCSO Act, 2012 stressed
PASIGHAT, Jul 18: DDSE In-charge, Marry Siram (DAEO) emphasized the need to implement Protection of Children from Sexual Offences (POCSO) Act, 2012 as well as more awareness creation about sexual exploitation among school children.
She was addressing a day-long awareness training program for girls’ sensitization under POSCO Act, drug abuse, health& hygiene besides, self-defense which was conducted by Gender Coordinator, Obit Jomrang (Jamoh) at BRCC Hall here on Monday.
The DAEO, while lauding the Gender Coordinator for conducting the workshop said that counseling of girl students on adolescence related issues, personal care and guidance, improved response system, alert administrative machinery and close monitoring of psychological behaviour were essential.
Resource person MD Pathology, Dr. G Jonkey said that health depends on nutritious diet including carbohydrates, protein, fats and also adequate fruits and vegetable for vitamins and minerals. ‘Maintaining hygiene is also vital to prevent source of infections, washing hands with soap, using clean clothing etc and yearly physical checkup is beneficial’, asserted Jonkey.
Teachers and girl students of IGJ and DEM Higher-Secondary, Mirku Secondary and Indira Gandhi, Town and Lal Bahadur Shastri UPS attended the training program. (DIPRO)
SanSys introduced to hone students’ skill

Training held to build capacity of field functionaries on DAY-NULM
ITANAGAR, Jul 18: A one-day training programme was conducted by State Urban Livelihood Mission [SULM] to build capacity of the field functionaries on Deendayal Antyodaya Yojana-National Urban Livelihoods Mission [DAY-NULM] in the Conference Hall of UD & Housing, Itanagar on July 18.
Speaking on the occasion, Member Secretary, SULM Taba Tedir specified that the training was conducted to give an in-depth knowledge of DAY-NULM. He urged all the participants to attend the training sincerely for effective implementation of the scheme.
Mission Director [SULM] Taring Darang, advised the field functionaries to apply knowledge learnt in the training in implementation of DAY-NULM.
The State Mission Managements [SMMs] explained in details about Employment Skill Training & Placement [EST&P], Social Mobilization & Institution Development [SM&ID], Self Employment Programme [SEP] and Survey of Urban Street Vendors [SUSV] and Monthly Progress Report [MPR] & Management Information System [MIS] components of DAY-NULM.
The training programme was attended by the field functionaries of Urban Local Bodies and District Urban Development Agencies.
