Spurious drugs detected, safety issues ignored
ITANAGAR, Jul 18: The quality of 33 drugs supplied to Government Hospitals in Arunachal Pradesh has either been found sub-standard, spurious, adulterated or misbranded during laboratory tests.
Out of the 355 samples collected during 2014-15 and 2015-16 from various government stores and hospitals for analysis, test reports of 238 drugs were declared and 33 medicines were found not of standard quality (NSQ), informed Assistant Drug Controller Gebomb Tayeng.
With regards to samples collected from markets, the quality of nine drugs out of the 314 samples tested, were found not of standard quality (NSQ). The test results of 57 samples (out of the total 371 collected from market) are still awaited.
As per the test report received on July 12, the percentage of NSQ for Government procured medicines was 13.86 % while it stood at 2.87% for drugs collected and tested from markets.
The Drugs Control Authority had collected 726 samples - 355 from various Govt. Medical Stores, Hospitals and 371 from retail and whole sale outlets during that period to ensure the quality of drugs for safety of patients.
The delinquent firms/companies are being prosecuted in the court after thorough investigation. Presently, six cases have been filed in the Sessions Court, Yupia against those drugs manufacturers and are under trial stage. The rest cases are being investigated, Tayeng informed.
Meanwhile, the Assistant drugs controller expressed serious concern over safety and efficacy of medicines after the revelations.
“The high percentage of NSQ drugs under Govt. procurement shows that the quality of drugs is compromised by the Govt. medicine procuring agencies and the suppliers, thereby ignoring the quality, efficacy and safety of patients,” Tayeng said.
“From documents made available to Drugs Inspectors during investigation for revealing the supply chain, it is observed that most of the Govt. drugs procuring agencies do not follow or maintain the laid down norms and guidelines  such as entry of the batch number, expiry date, name of manufacture etc. in the bill/challan which are mandatory,” said Tayeng.
He suggested for formulation of proper system and mechanism for procurement of medicines to ensure safety and quality of drugs.

Allow dual usage of ALG

After Ziro, the people of East Siang district are now demanding for construction of civilian terminal in the Advanced Landing Ground (ALG) at Pasighat. The ALG at Pasighat is on the verge of completion but civilian terminal has not been constructed. This delay on the part of Indian Air Force is being strongly resented by the people of Pasighat. Various organizations meet East Siang deputy commissioner and expressed displeasure against IAF.

This is second time that IAF is facing flak for not allowing dual usage of ALG. People of Ziro have been making similar demand for quite a long time. The Ziro ALG was inaugurated without constructing the civilian terminal. State government made lands available to IAF for construction of several ALGs in various parts of state with the hope that civilian aircraft will be allowed to use it. However air force has developed colt feet and is refusing to allow use of ALG for civilian purpose. It looks like they would use the ALG simply as a defence base and not for civilian use as promised. This will be betrayal of people's trust. In future people of Arunachal will hesitate to offer land to the defence establishment. IAF should honour the promise and allow dual usage of ALGs.

Hoping for no more scams

Dear Editor,

This letter is a comment and self analytic view on the recent political melodrama that happened in our state.

Firstly, PPA (People's Party of Arunachal) should stop being a transit camp. Stop being a - use and throw, come and use Wala party. Secondly, BJP party in state should have a reality check and stop political camouflaging. All the political unrest was a handmade of BJP sponsored funding in collaboration with the Raj Bhavan. It was done with a dream to form a BJP Govt in the state. Now, MoS Home Kiren Rijiju is trying to wash his hands off. Sorry, the lesson is- win election and form Govt.

Thirdly, our former CM Kalikho Pul undoubtedly will remain the best CM in public eyes - though it was a very short cameo. May God bless him in abundance for the efforts he made. And lastly, today- all thanks to PDS scam and HYDROPOWER we have a youngest CM in the state. Hope we see no more scams.

Yours,

Dr. Takam Sakter,

Itanagar

Where is Mr Governor JP Rajkhowa?

Dear Editor,

Many have witnessed the recent political inferno created by our leaders for more than six months defining the infamous political saying AAYA RAM GAYA RAM. Well major section of people blame former CM Tuki ji for this chaos and some condemned BJP for creating this vexed atmosphere. Even after the verdict of Supreme Court and restoration of Congress govt. many keep blaming former CM for such prolong instability of our state but no one  question the unconstitutional and unethical act of politically absconding the then governor Mr JP. Rajkhowa.

Even our media forgot to hit the stand by headlining his unconstitutional act as undemocratic and unlawful after the SC judgement. Being the constitutional head of the state he is not answerable to anyone but people will remember him for his karma and echo of justice will hunt him for eternity. And the irony is that he took leave a week before the Supreme Court verdict. Some section of the media has term him as the worst governor ever the state shall remember for and pro Congress supporter has declared him as a BJP agent. What so ever, he may have acted on the behest of saffron party, but our state has already touched the horizon of stability with the change of new chief minister. With the change of CM the trending topic in social media is Kalikho Pul was better than Nabam Tuki. Within the short span of few months he has delivered more than Tuki. Again people have forgotten to understand that Pul sir was longest serving finance minister and have shown no godly act during that time. His quick action during chief minister was praiseworthy and people shall remember it. But maybe he knew it was like T20 game for him, where every ball mattered.

Yours,

Moley Marxist Mangfi

It was a misunderstanding

Dear Editor,

Apropos the allegations made recently through the local dailies – this is to clarify that I have never indulged in extortion. The allegation was baseless, blown out of proportion, and twisted to make me appear like a hardcore criminal.I does not have any criminal record in any of the police stations in the state. This can be corroborated by anyone.

In the matter of what happened in Pasighat, it was an instance of a misunderstanding between a businessman and an officer of a work department. Such misunderstandings occur quite often between businessmen and officers and, just as often, are solved through dialogue across the table.

I had gone to Tamen Jamoh, executive engineer, PWD, Pasighat, at the direction of a senior officer of the same department. The senior officer had spoken to Jamoh from my mobile and asked him to help me, which is why I went to Jamoh and asked him to award me a work order worth Rs 50 lakhs.

Jamoh did not give me the work order, but after some discussion paid me Rs 1 lakh in cash and deposited another Rs 5 lakhs in my account. The matter ended there and I went to Aalo. The Aalo police intercepted my car and searched my vehicle but found nothing. The OC said they had been informed that I was carrying an AK-47 rifle and cash amounting to crores of rupees. After interrogation at the Aalo police station, the Aalo police took me to Pasighat police station, saying that a ‘normal case’ had been registered against me. I complied willingly.

When we arrived at the Pasighat police station, I was aghast at the sight of so many people – most of them looking like drug-addict youths – hurling abuses at me and my community. They took my photographs outside the police station (and later circulated it in the social media to make it appear as if I were a dreaded criminal). It was when they tried to beat me up that I was taken inside the police station by the cops.

The senior officer who had entrusted me to meet Jamoh called the police station that day itself and clarified that it was an official matter and would be solved mutually. But pressure from community-based organizations, even calls from high-profile people, including the chief minister’s office, compelled the police to reject my bail plea; otherwise it was an open-and-shut case.

Now I am left with no option other than filing a defamation case against said EE and all others who have tarnished my image without knowing the facts.

Through this letter, I also appeal to all the NGOs, community-based organizations and pressure groups not to blow this case out of proportion and give it a communal colour. Consider it as a matter between a contractor and engineer. The truth will come out eventually.

Yours,

Pranab Yangfo

The People's CM

Dear Editor,

The famous yet disgusting line "There are no true friends or enemies in Politics" has once again been brought into the lime light after Pema Khandu was elected as leader of CLP and Chief Minister having been supported by 45 MLA's with the ousting of incumbent CM Kalikho Pul. Where on the one hand the world was shocked over the military coup attempt in Turkey, on the other hand the people were mourning the removal of Kalikho Pul. In his short span of time he has been able to make inroad into many hearts by his exceptional performances and dynamic leadership whether it may be through his gracious Public Darbar or merciful hospital visits.

The irony over the whole episode is that to this date the Government which have worked most sincerely leaving no stone unturned since last decades has been considered as illegal Government by the Supreme Court as per its verdict "round the clock" which means Kalikho Pul cannot be enlisted in the history of Chief Ministers of Arunachal Pradesh which I called an extra Judicial activism by Honorable Supreme Court. The floor test shows the sorry state of affairs where one need not to work alone but to be a " Yes Man" to keep his chair safe . The People of State have all the right to question the morality of Polity due to unsavory conduct of the legislator. Political duty must be above the political line. A Party which was claiming of having strength of 43 MLA's (including BJP MLA ) few hours before suddenly ended up in a blink of eye which has led us to nowhere but to raise our eyebrows towards integrity of legislatures.

It shows that nowhere we belongs to China but such habit can only be inherited from states like UP, Bihar. The news of Pul's downfall pierced into many hearts. No doubt that Pema Khandu is a vibrant and seasoned politician but what Pul has done in this few months had given us hope that day of nepotism and corruption is over.

He might have lost the court battle but he has defined work culture with his human touch. The people of the state have not only been deprived of a dynamic leader but with his exclusion we have also been deprived of good Governance.

Yours,

Ige Dirchi
